  At Speech and Language UK, we needed to develop a Theory of Change that encompassed a huge range of different activities. While we were good at creating Theories of Change for individual projects, the organisational lacked a top-level model. 

What we got was a much clearer sense of how our activities fit together, which made the organisation ‘make sense’ to more staff and stakeholders. Clear Outcomes were commissioned to conduct a scoping exercise for what became the Autism Central Peer Education Programme. The team did a rapid evidence review looking into gaps in provision, and consulted partners and stakeholders via a survey and various focus groups. The 

timeframes for this to be carried out were extremely tight and challenging, the Clear Outcomes team’s expertise and previous experience was apparent throughout the whole process, and this is what enabled them to mobilise quickly and meet the deadlines and full brief as professionally as they 

did. The end report and findings enabled us to move forward with the planning and set up of the programme with valuable insight and steer on what the various stakeholders wanted and needed and what the initial priorities were. 2.5 years on, the programme has directly supported 32,382 families and carers with 99% who would recommend the programme.
